WORKFORCE SERVICES
Curriculum Development
The WTA team brings more than three decades of experience in creating industry-aligned curriculum for colleges, training centers, and organizations in clean-tech and transportation fields.
We produce complete curriculum packages that include instructor guides, student manuals, assessments, skills checklists, lab exercises, and implementation plans that align with real-world fleet maintenance requirements. WTA also develops online courses, interactive modules, training videos, and blended learning resources that support scalable, multi-location training delivery.
We develop curriculum using industry standards, ensuring technicians gain the knowledge and troubleshooting skills needed to service diverse OEM platforms and emerging technologies. You can rely on WTA to provide content that improves technician capability, and strengthens long-term workforce readiness.
Workforce Training
This is where WTA excels. Our instructors are former technicians and engineers with decades of hands-on experience in advanced propulsion, diagnostics, and heavy-duty vehicle systems. They prepare your technicians to service high-voltage and hybrid applications, master vehicle electrical systems, perform proper repair on heavy-duty equipment and hydraulic systems, and build the competencies required for ASE certification and advanced diagnostic roles.
Our curriculum is system-agnostic, giving technicians the knowledge and troubleshooting skills needed to work confidently across all OEM platforms, and we can custom tailor training to OEM-specific vehicles in your fleet. Well-trained technicians stay longer, diagnose faster, reduce repeat repairs, and keep fleet vehicles in service with less downtime.
Grant Development
The WTA team has successfully written and managed more than $25 million in workforce and economic development grants. We support organizations at every stage of the grant process, from strategic planning and proposal development to budgeting, evaluation, and compliance management.
WTA can assist with grant writing, performance reporting, outcomes tracking, budget creation, risk management, and project oversight. From full-cycle grant support to targeted assistance for a specific initiative, we will help you secure funding, meet program requirements, and achieve measurable results.
Research & Strategy
WTA provides data-driven labor market analysis and workforce planning tailored to fleet, transit, utility, and municipal transportation operations. Our research identifies technician skill gaps, emerging technology requirements, and training priorities across diesel, CNG, propane, hybrid, and electric vehicle platforms. This allows organizations to make informed decisions about technician development, EV readiness, and long-term maintenance capability.
We also help fleets build strong industry alignment by securing qualified advisory committee members, assembling technical skills panels, and facilitating focused stakeholder sessions with OEMs, suppliers, and fleet maintenance professionals.

PREPARING TECHS TO KEEP THE WORLD MOVING.
"I thoroughly enjoyed (WTA's) teaching methods of Electrical Levels 1 and 2 and introduction to High Voltage Vehicles. I think it is imperative that today’s technicians build the strongest foundation in electrical circuit theory and operation to determine the best testing methods. (The) curriculum challenges technicians to determine expected testing results before ever hooking a meter up to any circuit. This ensures that when a test or measurement is taken the technician can determine if the result is satisfactory enhancing their diagnostic path and improving accuracy. (It) incorporates hands-on testing on state-of-the-art circuit boards so technicians can apply theory to hands-on methods that allow for greater retention of the material.
With High Voltage Vehicles growing in a multitude of Fleets it is now more important than ever for technicians to become comfortable with electrical theory and diagnostics. If someone is unfamiliar with how a simple 12-volt series circuit operates and how to accurately test components then they have absolutely no business attempting to troubleshoot high-voltage vehicle systems. As a technician of over 20 years, I found that Paul’s teaching methods enhanced some of what I already knew and added so much more to my diagnostic toolbox. I highly recommend (these) courses for any Technician looking to enhance their electrical skill set and begin their training on High Voltage systems. Thank you, Paul, and Workforce Training Associates, for one of the best electrical classes I have attended."
